The Student Handbook is your guide to studying with IMPACT Community Services. It contains important information about your rights and responsibilities as a student, enrolment processes, fees and refunds, student support services, assessments, vocational placement requirements, complaints and appeals, and other policies that may apply during your training.

We recognise that concerns may arise from time to time and encourage students to raise issues so they can be addressed promptly and appropriately.
Students have the right to:

A complaint is an expression of dissatisfaction about any aspect of your training experience. This may relate to:
• Training and assessment services
• Student support services
• Administrative processes
• The conduct of staff, trainers or assessors
• Bullying, harassment or discrimination
• Vocational placement arrangements
• Access and equity matters
Where possible, concerns should be raised as early as possible so they can be resolved quickly and informally through discussion and conciliation.
Students have the right to appeal decisions made by IMPACT Community Services, including:
• Assessment outcomes
• Administrative decisions
• Decisions made by trainers, assessors or staff
• Decisions involving third-party providers
All appeals are reviewed fairly, objectively and consistently.
IMPACT Community Services aims to:
• Resolve issues respectfully and professionally
• Handle matters confidentially
• Seek informal resolution wherever possible
• Ensure all parties have the opportunity to be heard
• Achieve timely and fair outcomes
• Use mediation, advocacy or independent review where appropriate
If a matter cannot be resolved internally, an independent person or organisation may be engaged to assist with the resolution process.
All complaints and appeals are handled confidentially and with sensitivity. Every effort is made to ensure all parties are treated fairly, respectfully and without bias throughout the process.
Students may seek assistance from a trainer, assessor, the Training Services team or a support person throughout the complaints and appeals process.

Yes. All students undertaking nationally recognised training must have a Unique Student Identifier (USI). If you don't already have one, we can help you create it.
Funding availability depends on the course and your eligibility. Our team can help determine which funding options may be available to you.
Most students undertaking nationally recognised training will complete a Language, Literacy, Numeracy and Digital Skills (LLND) assessment as part of the enrolment process.
The Language, Literacy, Numeracy and Digital Skills (LLND) assessment helps us identify any support you may need to successfully complete your course. Based on the assessment results and a discussion with your trainer, we will determine the most suitable pathway for you. This may include additional learning support during your studies or a recommendation to complete foundation skills training, such as the Skills for Education and Employment (SEE) Program, before commencing your course.
Yes. We offer a range of learning and support services and encourage students to speak with their trainer or our support team as early as possible if they need assistance.
Technology requirements vary by course. Most students will need access to a computer, tablet or smartphone, a reliable internet connection, and a device capable of running an up-to-date version of Microsoft Teams. You will also need access to Microsoft Word or a similar program that allows you to create, edit and save documents.
No. You do not need the latest device. However, we recommend installing any available updates and restarting your device before attending class, as updates can sometimes take a long time to complete.
We will provide any course-related logins you require. You will also need a Microsoft account linked to the email address you provide during enrolment.
Yes. We are committed to providing reasonable adjustments to support equitable participation in training and assessment where appropriate. If you require adjustments, please discuss your needs with us during the enrolment process.
Course fees vary depending on the qualification, funding arrangements and your eligibility. Any applicable fees, co-contributions or other charges will be explained before enrolment.
Some courses may require specific screening checks before you can participate in workplace learning, vocational placement or industry activities. Course information will outline any screening requirements and our team can discuss these with you before enrolment.
Students may withdraw from training at any time. Depending on the course, funding arrangements and fees paid, withdrawal conditions may apply.

Students who successfully complete all course requirements will receive the relevant qualification or statement of attainment.

IMPACT Community Services is a Skills Assure Supplier (SAS) approved by the Queensland Government to deliver subsidised training under a range of funding programs. These programs help eligible Queenslanders gain nationally recognised qualifications and skill sets that support employment, career progression and further study opportunities.
Funding availability, course eligibility and student eligibility requirements vary between programs and may change over time. Eligibility must be confirmed prior to enrolment, and supporting documentation may be required.

This pathway includes qualifications delivered through a general training pathway which are available for direct enrolment and do not require the student to enter into a training contract (apprenticeship/traineeship) with an employer.

Career Start supports delivery of entry level training to students, apprentices and trainees aligned with the skill outcomes required by industry. The program offers either a general training pathway or employment-based apprenticeship or traineeship pathway.
Under Career Start, an individual may access up to two subsidised training places through one of the following options:
In addition, under Career Start, you may access one subsidised introductory-level skill set.
You cannot do two general pathway qualifications under Career Start.
You can only receive funding for a maximum of one (1) school-based apprenticeship or traineeship.
Please note student eligibility requirements may change by the Department of Trade, Employment and Training at any time.
Participants undertaking some Qualifications will be required to undertake mandatory vocational placement in order to be issued with a certificate. The duration of the vocational placement will depend on your specific course requirements.
The Department of Trade, Employment and Training may ask you to complete Queensland Government surveys on your training goals, experience and outcomes.

To access this training pathway you must be employed as a trainee. This pathway is part of the Australian Apprenticeships system and requires all parties to sign a Traineeship Training Contract (the Contract) as defined by the Further Education and Training Act 2014 (the Act).

Note: School students can only access funded apprenticeships and traineeships through a registered SAT. This ensures a school student does not exhaust their entire apprenticeship/traineeship entitlement while at school.
Where a school student completes a DTET-funded certificate I, II or III through a general training pathway while at school, this does not impact their eligibility to access subsidised training under Career Start or Career Boost. Whereas completion of a subsidised SAT exhausts one apprenticeship/traineeship pathway entitlement under Career Start and Career Boost.

Career Boost will give existing workers access to reduced-cost higher level training to develop the skills needed to take their careers to the next level.

Courses offered under this funding program have additional eligibility requirements for students to be currently employed in specific industries and/or undertaking specific duties. Skilling Queenslanders for Work helps eligible Queenslanders develop skills, gain qualifications and provide direct assistance to enter and stay in the workforce.
IMPACT Community Services has four programs under Skilling Queenslanders for Work. They are
Skilling Queenslanders for Work helps eligible Queenslanders develop skills, gain qualifications and provide direct assistance to enter and stay in the workforce.
If you are accepted in a Skilling Queenslander for Work project your full course costs will be covered for one qualification. You may also complete additional single units or skill-sets. The program will cover the costs of your student uniform and a national police check if it is required.
Community Work Skills primarily targets unemployed and underemployed Queensland residents.
Individuals accessing Australian Government services are eligible if they require complementary services, regardless of the length of time they have been unemployed or in receipt of assistance.
To be eligible, Queenslanders must also be:
Existing or prior qualifications are not a barrier, as Community Work Skills provides a second chance for participants to retrain and gain new qualifications.
Community Work Skills funds provides tailored assistance, integrated learner support and employment assistance that accompanies the delivery of training within a community-based setting. Community Work Skills covers the student co-contribution fees and First Aid / CPR qualification if required for Vocational Placement.
Our Community Work Skills project focus’ on the attaining a Certificate III qualifications
Community Work Skills primarily targets unemployed and underemployed Queensland residents.
Individuals accessing Australian Government services are eligible if they are disadvantaged and require complementary services, regardless of the length of time they have been unemployed or in receipt of assistance.
Get Set for Workprovides intensive employment and training assistance over a 12-month period to disengaged Queenslanders aged 15–19.
Funded courses:
Youth Skills provides training and employment support to 15–24 year olds who are engaged with, or at risk of engaging with, Youth Justice Services or Queensland Corrective Services.
Funded courses:
Existing or prior qualifications are not a barrier to being a participant on a Skilling Queenslanders for Work project provided other criteria is met.
If you have already completed a SQW project, you may be able to complete a different type of project. EG if you completed Get Set for Work or Youth Skills you may complete a Work Skills Traineeship.
We can apply to the Qld Government for an additional place by providing your personal circumstances in a business case.
The VET in Schools (VETiS) 2026 program provides high school students in Years 10, 11, and 12 with the opportunity to undertake nationally recognised vocational education and training (VET) as part of their school studies. This program aims to equip students with job-ready skills and qualifications that align with Queensland’s priority industries and in-demand skills.
The VETiS 2026 program commences from 1 January 2026. Any existing VETiS students who have enrolled in a qualification prior to 1 January 2026 will be managed through the continuing VETiS program.

Under VETiS 2026, a student can undertake:
A student cannot be enrolled in a General Training VETiS qualification and a School-Based Apprenticeship or Traineeship at the same time.
To access a subsidised training place under the VETiS 2026 general training pathway, a student must meet the following criteria:

IMPACT Community Services is a Skills Assure Supplier (SAS), delivering subsidised training on behalf of the Queensland Government.

If you're enrolling in a government-subsidised course, you're required to pay a co-contribution fee toward your training. The amount depends on your funding stream. Please refer to the relevant section below for more details.

Your course is supported by the Queensland Government, which means most of the cost is covered. You’ll only need to pay a co-contribution fee. This fee can be paid by you, your employer, a family member, a friend, or another organisation. In some cases (such as Skilling Queenslanders for Work programs), the co-contribution fee may be covered under specific funding arrangement. However, IMPACT Community Services is not able to pay or waive this fee.

Fees are charged per unit of competency. If you’re eligible for a credit transfer or gap training for a unit, you won’t be charged for that unit, and your total fee will be reduced.

If you're enrolling in CHC33021 Certificate III in Individual Support, please be aware that most employers require you to have:
Under Queensland’s “No Card, No Start” policy, you must apply for and receive these before starting vocational placement. While Blue Cards and NDIS Worker Screening Cards are free for students, the cost for your National Police Check is included. First Aid/CPR training is available at IMPACT.
IMPACT Community Services will support you through the application process for your Blue Card and/or Disability Worker Screening.
You may be eligible for a reduced co-contribution fee if you meet any of the following criteria:

Co-contribution fees are based on the nominal hours of each unit of competency in your course:

Your course is subsidised by the Queensland Government, which means you only need to pay a co-contribution fee. This fee can be paid by you, your employer, a family member, a friend, or another organisation. However, IMPACT Community Services and any related entities cannot pay or waive this fee on your behalf.
Co-contribution fees per unit: The co-contribution fee is set at a flat rate for this program. Concessional status does not change the fee amount but is still recorded for reporting purposes.

IMPACT will only accept a maximum of $1500.00 student fees in advance of course commencement. Following course commencement, fees required to be paid will not exceed $1500.00 for any part of course that is yet to be delivered.
